Permission granted, ususally granted by a governemnt agency, to ship a product to a foreign recipient. In the United States, export licenses are either general licenses or IVLs (individual validated licenses).
Not all exports require a license, in fact there is only a small percentage of all US export transactions that require a license from the US Government.
